Richard L. Webber, Jr. has been involved in private general practice of law in southcentral Pa. since 1987. He has a diverse practice representing individuals, businesses, and municipalities. His practice includes estate planning and estate administration, real estate, municipal law, family law and general practice, including civil, criminal and traffic hearings and trials. He has experience at the appellate level as well.
Rich has represented municipalities for over 30 years. He is currently the Solicitor for Southampton Township (Cumberland County), Upper Frankford Township, the Borough of Orrstown, and the Newburg Borough Zoning Hearing Board.
From 1991-1994, he served as a part-time Assistant District Attorney for Cumberland County, PA, handling civil forfeitures in drug cases.
Rich is a native of Newville, PA. He is a 1979 graduate of Big Spring High School. He graduated magna cum laude with a Bachelor of Science degree in Business Administration with a major in Accounting from Shippensburg University in 1984. He received his law degree from Dickinson School of Law, Carlisle, PA, in 1987.
He is a member of the Cumberland County Bar Association and the Pennsylvania Bar Association. He currently serves as the attorney adviser to a local high school mock trial program. He has served on several nonprofit boards. He coached youth baseball for 10 years.
Rich is married and has 4 adult children. He enjoys reading, family trips to Myrtle Beach, and working on his house and property.
